Overtourism Measures Drive Barcelona Tax Increase in 2026

Canadians planning a trip to Barcelona in 2026 should be prepared for significantly higher nightly accommodation taxes as Spanish authorities move to rein in overtourism.

Effective April 1, 2026, the regional parliament of Catalonia approved a major increase in the tourism tax applied to hotel stays and holiday rentals, positioning Barcelona’s levy among the highest in Europe, Catalan News reports.

Under the new policy:

  • Holiday rental guests will see the tax rise to a maximum of €12.50 per night, up from about €6.25.
  • Hotel guests will pay between €10 and €15 per night, depending on hotel category — roughly double historic rates.
  • Cruise ship passengers will continue to pay around €6 per visit.

For a typical couple staying two nights in a four-star hotel, the added levy could amount to more than €45 in additional costs.

Why the hike?

Officials say the change reflects growing pressure on housing markets and public services from a sustained stream of visitors. A quarter of the extra revenue collected under the updated tourist tax is earmarked specifically for affordable-housing programs, with the remainder supporting tourism promotion and related infrastructure.

Authorities in Catalonia have faced increasingly vocal protests from residents about excessive numbers of tourists they say are pushing up housing prices by driving a rise in short-term holiday lets, Reuters reports.

Barcelona, a perennial favourite for Canadians and other international travellers, drew an estimated 15–16 million visitors annually even before the pandemic. The higher tax is part of regional efforts to balance tourism with community needs, including a separate plan to phase out all short-term holiday rentals by 2028.

The tax increase applies in addition to the existing tourist tax that the Barcelona City Council can levy, meaning visitors may see multiple surcharges reflected on accommodation bills.

What this means for Canadian travellers

While the additional cost may be modest on a per-night basis, it can add up over longer trips, particularly during peak summer months when accommodation rates are already elevated.
