Norwegian Cruise Line is changing the way it prices cruises—and that could ultimately be good news for travel advisors.

Norwegian Cruise Line Holdings is shifting toward a “base-loading” pricing strategy, in which the cruise line offers more competitive fares earlier in the booking cycle rather than starting with higher prices and relying on last-minute discounts to fill remaining cabins. The company has already begun applying the strategy to select 2027 sailings and newly opened 2028 inventory.

The change represents a significant departure from NCL’s previous approach, which kept prices relatively high early in the booking curve before turning to discounts closer to departure if demand wasn’t strong enough.

“It’s a necessary and smart move by NCL,” Marni Becker, cruise group analyst for Travel Planners International, tells TravelPulse. “It’s a fiscally responsible plan of action that should, in the long term, result in greater yields. I applaud and support their actions.”

This new strategy is meant to improve NCL’s financial performance. But the shift is also a “great move” for travel advisors, says Becker.

The cruise line’s old pricing strategy created problems for everyone involved—not just NCL.

If fares drop after a client has already booked, advisors may have to spend a significant amount of time and energy getting the booking repriced. That can have a "serious negative impact on the advisor and agency’s bottom line, not to mention the amount of time it can take to reprice bookings,” Becker says. “It also erodes trust and is a negative motivator to book. The line becomes too much trouble [for advisors to work with].”

Additionally, frequent price drops have the potential to make advisors look bad. If a client books for $2,000 and then hears that a neighbor only paid $1,500 a few weeks later, they may wonder why their advisor didn't get them the better deal—or whether they should have booked at all.

“People talk all the time about what they’ve paid for their cruise,” says Becker. “This can also impact the trust built between the advisor and client if the client believes the advisor is not acting in their best interest.”

The old strategy also discouraged travelers from booking early, says Becker. If consumers learn that cruise lines routinely slash prices close to departure, they have little incentive to commit months in advance. At the same time, frequent discounting can cheapen the perceived value of a cruise, teaching consumers that the advertised price isn't necessarily what the product is worth.

“Lowering prices close in diminishes the worth of the product and teaches consumers to wait until the last minute,” says Becker.

NCL’s new strategy, however, should help improve some of these issues. With more competitive pricing available earlier, advisors have a stronger reason to encourage clients to book when they find a fare that works for them, rather than waiting and hoping for a discount that may never materialize.

There is another potential benefit: predictability. Travel advisors aren’t simply selling a cruise. They’re also helping clients coordinate flights, hotels, transfers, shore excursions and time off work. Knowing that a competitive fare is available earlier in the booking cycle gives advisors more confidence in encouraging clients to commit—and gives them more time to build the rest of the trip.

Of course, advisors will still need to manage expectations. Base loading does not mean every NCL cruise will suddenly become cheaper, nor does it eliminate dynamic pricing. Instead, it changes when the cruise line is most likely to offer its most competitive pricing—and advisors will need to communicate that shift clearly to clients, explaining that booking earlier may now offer a better opportunity to secure a competitive fare instead of waiting for a last-minute deal.

Will other cruise lines follow suit? That remains to be seen, but Becker suspects “other companies are paying attention to see if it works.”

“There are companies out there that, at times, overprice and/or underprice their offerings,” she says. “You never know.”
