Cuba announced a major change to the way its tourism industry operates, allowing more private businesses and foreign investors to play a role in everything from travel agencies and car rentals to marinas, ecotourism projects and tourism real estate.
The overhaul expands who can own, manage and invest in tourism businesses on the island, marking a significant shift away from Cuba’s traditionally state-dominated tourism model.
For the travel trade, the changes could eventually mean more local suppliers, privately operated experiences and new tourism products for travellers, as well as greater opportunities for international companies looking to do business in Cuba.

More Players Allowed to Sell and Operate Tourism
Among the most significant changes is an expansion of who can operate travel agencies and tourism services in Cuba.
The new rules authorize joint ventures, wholly foreign-owned companies and non-state entities to establish travel agencies. The framework also provides for certified private tour guides and sales agents, potentially giving international tour operators and travel advisors access to a broader range of local suppliers and experiences.

Vehicle rental operations are also being expanded beyond the traditional state-run model, with foreign and privately managed businesses permitted to participate.
New Rules for Marinas and Ecotourism
Cuba is also introducing joint venture and leasing arrangements for tourist marinas, while offering tax incentives aimed at attracting investment in ecotourism and other specialized tourism projects.
The measures could lead to more privately operated experiences and niche tourism products as Cuba attempts to diversify beyond its traditional resort and package vacation business.

The regulatory changes also include plans for an online corporate bank serving the tourism sector with international connectivity, intended to make transactions and business operations easier for international partners.
The reforms come as Cuba continues to contend with significant economic pressures and challenges affecting its tourism infrastructure and visitor economy.
How quickly those changes become visible to Canadian travellers will depend on the implementation of the new regulations and the level of private and international investment they attract.
