A ruling by the Canadian Transportation Agency (CTA) has resulted in a $70,000 penalty for WestJet. The fine is due to the airlines’ failure to follow Air Passenger Protection Regulations (APPR) during a two-hour flight delay and subsequent cancellation last year.

The ruling states that on Feb. 16, 2025, 16 passengers on flight WS3103 — a Calgary to Nanaimo flight — were not provided with adequate food and drink, and 19 passengers were not provided with hotel accommodations while they waited for their rescheduled flight, as is required under the APPR.

Gábor Lukács, president of the advocacy group Air Passenger Rights, told CP24 News he doesn’t believe the penalty goes far enough. “I don’t think overall the Canadian Transportation Agency is doing nearly enough to actually enforce passengers’ rights,” he says.

Lukács continued, saying it’s “not simply the amount of this fine,” but that “we need to have meaningful enforcement and compliance.”
