TICO Reports 70% Completion of Auditor General Recommendations

The Travel Industry Council of Ontario (TICO) says it has completed 70% of the action items directed at the organization in response to the Auditor General of Ontario’s (OAGO) 2023 report.

In its fourth quarterly update, covering progress through March 31, 2025, TICO outlined several key changes aimed at improving consumer protection and industry oversight. The completion status remains subject to verification by the OAGO.

“Implementing the Auditor General’s recommendations has been a key priority for the organization, and we’ve made significant progress to date,” said TICO CEO Richard Smart.

“The enhancements we’ve made are already delivering positive results in how we protect consumers and oversee Ontario’s travel marketplace.”

Among the recent changes, TICO has:

  • Launched an improved public search directory that includes compliance and enforcement details on all registrants.
  • Updated its risk rating system to factor in non-financial considerations, such as inspection results and legislative violations.
  • Set policies for how often registrant risk ratings and inspections should be updated and conducted.
  • Adopted a new approach for calculating and recovering the administrative costs of managing the Compensation Fund, supported by a revised financial reporting framework.
  • Refreshed its Registrant Toolkit with new materials to help travel businesses explain consumer protection measures to clients.

The OAGO's report issued 16 recommendations: nine to TICO, six to both TICO and Ontario’s Ministry of Public and Business Service Delivery and Procurement, and one to the Ministry alone.

TICO says it will continue to issue quarterly progress reports.
