TICO: Mohammad Alfadli, Amaken Travel Charged with Operating Without Registration

The Travel Industry Council of Ontario (TICO) has charged Mohammad Alfadli and Amaken Travel with six counts each of operating as a travel agent without being registered.

It is alleged that Alfadli and Amaken Travel sold travel services in the Ottawa area without proper registration.

According to the allegations, consumers paid by cash and e-transfer for airfare, with some not receiving travel services at all.

Others were issued one-way tickets only and were stranded at their destinations.

TICO reminds consumers to verify they are booking with a registered agency by using the agency search tool on its website.

The regulator also noted that individuals who have earned TICO certification may only sell travel on behalf of a registered agency and are not permitted under Ontario law to operate independently.

Alfadli is scheduled to appear in court on May 21, 2026, at 1:30 p.m. in Ottawa, Ontario.

Under the Travel Industry Act, 2002, individuals convicted of related offences may face fines of up to CAD$50,000 and/or up to two years in prison. Corporations can be fined up to CAD$250,000.

TICO said it prosecutes companies and individuals to maintain the integrity of Ontario’s travel marketplace, support consumer confidence and ensure a level playing field for registered businesses.
